The phone is requesting a PUK when

Solutions
No battery inserted;
Battery is not charged.
If you do not have the PUK for your SIM card,
please contact your service provider.
No network connection. The mobile phone is
in a location where there is no network service,
please move to a different location or contact your
service provider
Some functions can only be used after the
respective service has been applied for. Contact
your service provider.
Remove the battery for 3 minutes and try again
