Remedy
Make sure to clamp the RED jumper cable to the POSITIVE (+) post on
the car battery. And BLACK jumper cable to NEGATIVE (-) post on the car
battery. Refer to

Jump starter timed out. Disconnect the cables from the vehicle battery
and reconnect.
Recharge the unit via USB cable until at least 51% capacity.
Recharge the unit via USB cable.
Charging the unit via USB cable.
Press the power on/off.
Plug the USB cable into computer or using a wall adaptor.
