Construction product stipulations
2.1
General
The container and its components must comply with the special
requirements and the content of this notice as well as the
underlying rules of the German Institute for Structural Engineering.
2.2
Materials, properties and assembly
2.2.1 Materials
Only the moulding shot and materials detailed in Schedule 2 may
be used in the manufacture of the container.
2.2.2 Construction drawings
Construction details of the container as well as the installation
arrangement of the container systems must correspond to
annexes 1.1 to 1.11.
2.2.3 Proof of stability
The containers are stable under prescribed conditions of use up to
an operating temperature of 30 °C.
2.2.4 Fire behaviour (flame resistance)
Containers complying with this General Construction Inspection
Approval, consisting of interior and exterior containers, are
designed to withstand flames for 30 minutes without leaking and
are for use in rooms of buildings that meet the planning laws for
central heating - boiler rooms and heating oil storage rooms.
2.2.5 Leak detection
Between interior- and exterior containers, a leak detector with
General Construction Inspection Approval must be installed, which
satisfies the water directive requirements for the intended use.
When storing media in accordance with section 1 (3), no. 1
to 5, leak detectors of type „LS-03" (Z-65.40-256) supplied by
Afriso) or for media nos. 1 to 3 leak detectors of type „LS-03/L"
(Z-65.40-387), supplied by Ohliger, may be used.
2.3
Manufacture, packaging, transport, storage and labelling
2.3.1 Manufacture
(1) The container must be manufactured according to the
manufacturer's description filed with the DIBt (German Institute for
Structural Engineering).
(2) In addition to the manufacturing description, the requirements
of Annex 3, Sec. 1 must be followed.
(3) The following factories are authorized to manufacture the
containers:

(4) The blow-moulded containers may be provided with a
permeation preventing inner layer.
2.3.2 Packaging, transport, storage
Packaging, transport and storage must conform to Annex 3, Sec.2.
2.3.3 Labelling
(1) The containers must be labelled with the conformity mark in
compliance with the -conformity labelling directives of the German
States. The mark may only be used if the requirements of section
2.4 are fulfilled.
(2) Moreover, the manufacturer of the containers must label them
clearly and permanently with the following details:

Name and company address/location are on record with the DIBt

- Manufacturing number;
- Date of manufacture;
- Capacity in litres at the permitted filling height (according to
approval guidelines foroverfilling)
- Material (the moulding material used for the inner container must
be apparent from the labelling) for inner– and outer container,
- Allowed operating temperature;
- Instruction that the container should be operated at normal
pressure;
- Notice „Siting outdoors not permitted";
- Only for storing substances according to General Construction
Inspection Approval no. Z-40.21-432".
(3) The filling level corresponding to the maximum approved filling
volume (see Sec. 5.1.3) must be marked on the level indicator-.
2.4
Proof of conformity
2.4.1 General
(1) Proof that the containers conform to the conditions of this
General Construction Inspection Approval is a certificate of
conformity obtained by each manufacturing plant on the basis of
the manufacturer's production quality control and regular external
monitoring, including an initial test of the containers in accordance
with the standards of the following conditions.
(2) So that a certificate of conformity can be granted and the required
external quality control including the required product test carried
out, the manufacturer of the containers must use the services of a
certification agency and a regulatory agency recognised for these
purposes.
(3) The certification agency must give a copy of the conformity
certificate to the DIBt. A copy of the initial test report must also be
given to the DIBt.
2.4.2 Manufacturer's internal production control
(1) The manufacturer must initiate and carry out internal production
control in each production plant. Manufacturer internal production
control means the required continual monitoring of production which
assures that the containers manufactured in the factory comply with
the conditions of this General Construction Inspection Approval.
(2) The internal production control should include at least the tests
listed in Annex 4, Sec.1.
(3) The results of the internal production control must be recorded
and analysed. The records must contain at least the following data:
- Designation of the product produced or the starting material,
- Type of control or test,
- Date of manufacture and date of testing of the construction product
or the starting material or the constituent components,
- Results of the controls and tests and comparison with the
requirements,
- Signature of the person in charge of the internal production control.
(4) The data logs are to be kept at least five years and must be
presented to the regulatory agent in charge of external quality
control. On request they are to be shown to the German Institute
for Structural Engineering and the highest responsible building
supervisory agency.
