(5) If test results are unsatisfactory, the manufacturer must
immediately take the necessary steps to remedy the defect.
Construction products which do not meet the requirements must
be handled so that they cannot be interchanged with compliant
products. After the defect is remedied, - the failed test - must be
repeated as soon as technically possible.
2.4.3 External quality control
(1) In each manufacturing plant, internal production control is to be
regularly checked by external quality control in accordance with
annex 4, section 2 (2), at least twice annually.
(2) As part of the external quality control, an initial test of the
container in accordance with annex 4, Sec. 2 (1), is to be performed.
Moreover random samples can also be taken. The sample taking
and tests are the responsibility of the recognised regulatory
agency.
If the suitability tests that the General Construction Inspection
Approval is based on were carried out on samples officially taken
from production runs, then these tests replace the initial test.
(3) The results of the certification and external quality control are
to be kept for at least five years. The certification agency and the
regulatory agency must present them on request to the DIBt and
the highest responsible building supervisory agency.

Design and dimensioning stipulations
(1) For container behaviour when exposed to fire/flames see
Sec. 2.2.4.
(2) The conditions for installing the containers are found in the
water-, health and safety- and construction directives.
In this respect, it must be ensured that the discharge system does
not have communicating suction lines.
In addition, the requirements of Annex 5 apply.
(3) The containers must be protected against impact by vehicles,
for example by installing in protected places, use of collision
guards, or installing in a suitable containment area.

Installation stipulations
(1) Installation of the containers is subject to Annex 5.
(2) Installation and placement of the containers and the necessary
pipeline system [see also section 5.1.1 (4)] must be carried out by
only those businesses which are specialists in this type of work
within the meaning of § 191 I Water Resources Act, unless these
tasks are exempted from requiring specialist companies under
federal state regulations.
(3) For filling systems of type „Füllstar" (made from plastic, based
on the filling system „O-Rothalen-rothavent 0-4") or „Füllstar M"
(metal, based on the filling system „DVVT" and only permitted for 2
end-to-end adjoining containers) the conditions of the qualification
approval apply with code: 06/BAM/4.01/27/77 R in conjunction
with the report by TÜV North, Plant Technology, of 6th March 2001
under file: 111 BG Roth (Füllstar) or the report by TÜV North of the
2nd March 2006 under file: 8237 BM 00160 (Füllstar M).
The filling system includes the pipeline elements for - flushing and
ventilation.
(4) The supplier no. 15.27 of the building code list A, part 1,
applies to the discharge system and the pipes. The conditions
of the qualification approval named in paragraph (3) apply to the
corresponding plastic pipeline parts in conjunction with the reports
of the TÜV North.
Filling and removal systems are not covered by this general
construction inspection approval.

(5) The installing company must certify that installation was proper,
observing the manufacturer's instructions (see Sec. 5.1.4) and
those in Annex 5.
(6) Containers damaged in transport or installation may not
be used if the damage compromises the leak tightness or the
mechanical stability of the containers.
(7) Repairs to the internal container are not allowed.
(8) Assessment of damage and steps to remedy -damage should
be made in consultation with an expert in water directives
certification agency.
5
Conditions for use, maintenance, servicing, and testing
5.1
Use
5.1.1 Equipping the containers
(1) The conditions for equipping the containers are to be taken
from the water-, construction- and health and safety legislation. If
there are no water, health and safety or construction directives for
equipping containers to store non-combustible liquids-, - Sec. 9
of the Technical Regulations for Combustible Liquids TRbF 20
should be followed.
2) The equipment must be designed to avoid unacceptable high
-or negative pressures and unacceptable loads on the container
wall.
(3) Alongside a leak detector, see Sec. 2.2.5, every container must
be equipped with a level indicator.
(4) When using the containers as a container system only a filling -
and discharge system that conforms with section 1 (4) or 4 (3)/(4)
is to be used. In so doing, note that the container system may only
use a filling system of the same type, with the same back pressure
nozzle diameter (mark or uniform packaging colour).
If the container system is subsequently expanded, ensure that
only the approved filling system of the same type is used for the
corresponding application purpose, again with the same back
pressure nozzle diameter.
This principle also applies to the exchange of parts of the filling
system of an existing installation.
5.1.2 Stored liquids
(1) It is not permitted to store the liquids listed in Sec. 1 (3) if
they are mixed with one another or with other substances, or if a
different liquid has already been stored in the container.
(2) It is not permitted to store contaminated liquids if the
contaminants would lead to altered material behaviour.
(3) The vegetable oils listed in Sec. 1 (3) under item 6 require
additional documentation that the container material complies with
food regulations before being used as food or in food production.
5.1.3 Useful container volume
The allowed container filling volume may not exceed 95 %, unless
a different filling volume is proven acceptable or is required,
referring to TRbF 20 no. 9.3.2.2.
