Installation stipulations
(1)The operator of a storage installation is obliged to use only
specialist companies approved in the sense of § 19 1 WHG for
the installation or setting up of containment devices, which are
joined together to cover large surface areas, unless such activities
are excepted from the obligation to use a specialist company
in accordance with German State Law or the manufacturer of
the containment devices carries out the activities using his own
specialist personnel.
(2) The installation or re-positioning of stand-alone containment
devices need not be carried out by a specialist company, if the
operator of the installation ensures the work is carried out by his
own specialist personnel.
(3) The containment devices must be installed on a level, bend-
resistant support plate or a carefully compressed and fixed support
surface (e.g. a continuous 5 cm thick concrete or asphalt layer).
(4) Steps to remedy damage should be decided in consultation
with an an external expert in water legislation or with the
manufacturer's own expert.

Conditions for use, maintenance,
servicing, and testing
5.1
Use
5.1.1 General
(1) It should be noted that the containment devices are only to be
used for their intended purpose.
(2) Only such containers/vessels should be placed on the capture
surfaces formed by containment devices as have a volume which
is no greater that the volume of the individual containment device.
(3) Containers/vessels containing water-polluting liquids with
different compositions and properties may only be placed in a
shared containment device, if it is certain or can be proven that
the materials will not react dangerously with each other should an
escape occur.
(4) When storing containers/vessels made from different materials
together, it must be ensured that should an overflow/leak occur
from an adjoining container/vessel the material of the other
containers/vessels cannot be attacked by the escaping stored
medium.
(5) When containers/vessels are being used for filling (e.g. drums
with a tap), the handling/filling area must also be protected. Filling
devices must not extend beyond the edge of the containment
device.
(6) When using containers/vessels which are supported on feet
or the standing surfaces of which cause a high surface loading,
then where necessary, load distributing measures are to be
implemented.
(7) Containers/vessels must be positioned so that the containment
device remains sufficiently visible or checkable.
(8) Containers/vessels may, provided this is permitted by traffic
legislation, be stacked in several layers. However, the stack height
may not exceed 1.20 m.
(9) Re-positioning of the containment devices with the containers/
vessels insitu is not permitted.
5.1.2 Stored liquids
The containment devices may only be used to hold containers/
vessels storing liquids in accordance with section 1(5). The glass
types and resin groups are to be selected in accordance with
annex 2, section 5 or medial lists 40-2.1.1 and 40-2.1.2. When

storing media as contained within (5) and (6) above, which are
governed by the hazardous substances legislation, TRGS 514
and 515
are to be observed

5.1.3 Useful volume of the containment device
When using containment devices without a bearing surface for
several containers/vessels, it must be ensured that the volume of
the largest container/vessel can be contained by the remaining
residual volume of the containment device. This must include an
allowance for a freeboard of 2 cm.
5.1.4 Documentation
The container manufacturer must supply a copy of the General
Construction Inspection Approval to the installation operator.
5.2

Maintenance and service

(1) The operator of a storage installation is obliged to use
only specialist companies approved in the sense of § 19 1
WHG for the maintenance and repair of containment devices,
unless such activities are excepted from the obligation to use a
specialist company in accordance with German State Law or the
manufacturer of the containment devices carries out the activities
using his own specialist personnel.
(2) Steps to remedy damage should be clarified in consultation
with an an external expert in water legislation or with the
manufacturer's own expert
5.3
Tests
(1) The operator is obliged to visually check at least once per
week, whether liquid has escaped into the containment device.
Escaped liquid should immediately be cleared up, the containment
device should be checked before further use and, if necessary,
replaced.
(2) A rigorous visual inspection of the containment device is to be
carried out at least once per year. Insofar as containers/vessels
are sited in it, these are to be taken out of the containment device
and, if necessary, the containment device is to be cleaned.
(3) If the containment device has been repaired after it sustained
damage that seriously impaired its proper operation, a leak test is
to be undertaken using water. Repair and leak testing must either
be carried out by the manufacturer or by a specialist company in
accordance with § 19 1 WHG.
(4) The results of the test carried out under (2) are to be logged
and presented to the German Institute for Structural Engineering
upon request.
(5) Tests as required by other directives are not affected by this
and must also be satisfied.
