– We recommend a prudent and cautious driving especially in the case of partial loads, since fluctuations in liquid, although partially
limited by particular internal geometry of the GIR/IBC, may negatively affect the road holding of the vehicle.
– The vehicle should have fire extinguishers, in number and capacity compliant with ADR (see also chap. 15).
11. COMMISSIONING
11.1. CHOICE OF MEANS
The transport of dangerous goods by road shall be governed, in addition to the ADR also by particular provisions of the Ministry of trans-
portation governing the use of different body types supported:
For vehicles with a fixed body (truck, trailer, van, etc.) the carriage of dangerous goods in packaged form does not provide
any type of approval, but only the use of appropriate load anchorage systems and their responsiveness to any special
provisions according ADR (Column 16 of Table A), no one in case of fuel.
The Transport of dangerous goods in parcels with demountable bodies requires the approval of the bodywork pursuant to
circular n. 4790 – MOT2/C dated 12/12/2001 (See Note). The handling of the body is permitted only when they are empty.
The use of dump bodies for the transportation of hazardous goods has been repeatedly declared inadmissible by the
Ministry of Transport.
11.2. FIXING
The GIR/IBC must be firmly anchored to the floor of the vehicle, with ropes, belts, chains or rapid attacks or any other system that prevents
any slippage of the GIR/IBC on the loading platform.
11.3. GROUNDING
All possible measures must be taken to prevent accumulation of electrostatic charge during transport; It is therefore appropriate that the
chassis of the vehicle is provided with an antistatic appendix in contact with the ground (i.e. chains or antistatic straps) and a good electri-
cal connection with the metal structure of the emptying device is prepared, allowing to download to the ground any static charges that can
accumulate during transport, thereby reducing the danger of shock or sparkles during handling.
11.4 ELECTRICAL SYSTEM
See p. 92.
12. USE
12.1. OPERATING CONDITIONS
Operations (fills, transfers) must be carried out in compliance with the following requirements:
– For operations only choose open, unconfined places, external to buildings, and preclude the presence to unauthorised persons.
– A complete ban on smoking and open flames near the area of operation must be applied. Mobile phones must be switched off.
– In case of any oil spill to the ground during the operations, dab with inert absorbents (e.g. sand, rags and not sawdust), to be collected
with buckets or anti-spark dustpans. The product collected will be subsequently disposed of in appropriate containers in accordance
with current waste disposal regulations (see chap. 16).
– Upon completion, any residue of diesel on the CTK
nated objects used for cleaning.
12.2. FILLING
Before filling, the user must verify that the GIR/IBC is not defective, neither in its structure nor its service equipment. Always make sure, after
filling, that the filler neck is tightened properly and that , only for the HIPPOTANK, the safety catch bracket is closed.
In filling the GIR/IBC a minimum vacuum should be kept to ensure that upon the expansion of diesel as a result of the heating during trans-
port, leakage of product or emission of vapours into the atmosphere are prevented.
With filling temperature of 15° and max transport temperature 55° C maximum permitted filling % is limited to 94%.
However, where the difference between filling temperature and that of the transport is estimated of less than 35° C, the fill percentage may
be increased, but may not in any case exceed 98% (Chap. 4.1.1.4 ADR).
1 The circular no. 4790 - MOT2 / C of 12 December 2001, almost entirely take the contents of the previous n. B083 of 22 September 1998, has however not taken
explicit references to the scope of the circular states, which in the first draft were strangers in the exemption transport under ADR 1.1.3.6. There is currently no
official pronouncement by the Ministry that the apparent differences between the texts of two round matches the intention to extend the scope of application of the
rule to all transportation, regardless of whether the same can be applied whether or not the 'exemption, as in the case of transport of a single IBC 1202. a diesel
EMILIANA SERBATOI Srl, in informing the user regarding the applicable legislation, however, would point to not have any title to furnish authentic interpretation. It is
up to the user to assess, where appropriate, the desirability of a more restrictive application of the rule.
