results.
The USEPA has done a lot of research in the area of response protocols and has made available a
number of useful tools to make response plans. The most important is the manual Response
Protocol Toolbox: Planning for and Responding to Drinking Water Contamination Threats and
Incidents. This manual is available on the EPA website.
The protocol recommends that action be started based on the Incident Command System (ICS).
Under this system, the utility names a Water Utility Emergency Response Manager (WUERM) that
controls of an incident from the start. The USEPA guidance is very detailed and includes copies of
many forms and procedures that could be useful to start a response.

Plant library management

Plant events that occur during normal operation are saved to the plant event library. If the cause of a
plant event can be associated with a known seasonal or operational change, give the plant event a
name and priority level. The default name given to plant events is "UNKNOWNxxxx".
To see the plant event library, push Plant Library on the Maintenance screen.
If the monitor is moved to a different location, erase all the plant events from the plant event library.

Give a name and priority level to a plant event
After the root cause of an unknown plant event is identified, give the plant event a name. Then, when
the plant event occurs again, the root cause can be identified quickly.
1. From the Main Menu, push MAINTENANCE.
2. Enter the user name and password, then push OK.
3. Push Plant Library. Shows the plant event library.
4. Push Name.
5. Move the x-axis to show the plant event.
• Select and drag the x-axis of the trigger graph.
• Push Set START/END Time and enter a start time and end time.
6. To change the range of the x-axis, push Set Axes. Select the x-axis range and the maximum y-
axis value to show.
7. Select and drag the y-axis to change the y-axis maximum value as necessary.
8. Move the black cursors from the left and right side of the screen until the plant event is between
them.
9. To increase the x-axis range, push Set Event Range. The scale of the x-axis will change and the
cursors will be reset to the left and right sides of the screen.
Move the black cursors from the left and right side of the screen until the plant event is between
them again.
Note: To view individual trigger points, push Show Trigger Markers.
10. In the Plant Event Name field, enter a name for the plant event that gives the root cause.
Note: The plant event name and priority level can be changed later as necessary. Push Rename.
11. Select the correct priority level. Refer to

Erase a plant event from the library
Erase false plant events from the library. Erase all the plant events from the plant event library when
the monitor is moved to a different location.
1. From the Main Menu, push MAINTENANCE.
